UPDATE: After sending an email to Paypal, doing this blog post, and including all the links and back up articles about this user, I called Paypal and they took down my label # (which did NOT have tracking) and investigated after which time they closed down the case and refunded my money. Ebay also recommended we go into our ‘sold items’ screen on ‘My Ebay’ and report this buyer as ‘abusing the dispute policy’.
